I have so many great memories of times with Bill and the whole family. I remember him as a kind and upbeat man, who always had a friendly greeting and positive words for me as a child. I know he was loved and will be missed dearly.

Sheryl, Angela, Michael, Sam, and Rudy, Proper words come hard when trying to fully convey my appreciation for Bill's friendship. My first recollection of the Flohr name was when I saw my brother (RC High School class of '69) so literally wounded by the loss of Melody (Gail) and the other cheerleaders in the airplane accident that forever changed your family and the whole of Rapid City. I would see and visit with Bill off and on for a number of years after that, but it was in 1989 that he truly changed my life. It was a normal working day at my boat store when Sam and Bill pulled in (in uniform) and Bill proceeded to tell me (very persuasively) all the reasons that I should consider becoming a reserve deputy for the Pennington County Sheriff's Office. Well, as you know, it was darned hard to say no to Bill when he set his mind to something. He was always there for me when I got certified as a reserve, and I'm not sure which one of us was most proud, him or me. He was my sergeant, mentor, like a big brother, and my good friend, all at the same time. I'm so glad and grateful that he was willing to take a chance and vouch for me, and that I said yes that day. That was Bill's life gift to me, and you know what I mean if someone that you've always looked up to says they believe in you, it's a validation like no other. There was no better feeling than having Bill back me up on a police call. Once I saw him, I knew things would be OK. Bill used to stop down at the federal building and tell us the best L.E. stories. He had a marvelous sense of humor and he was fearless on the street. Bill was a darn good Democrat too, which is very rare these days in SD for a L.E. officer. Rest In Peace brother. We’ll see you again someday.

Sheryl, Angie, Mike and Sam - I was heartbroken to hear about Bill’s passing. My heart goes out to you all. What a great guy Bill was, I remember him very fondly from the SO where he (2A34) and my dad (2A12) worked together. Bill always encouraged me to speak my mind with my dad which I appreciated and of course my dad did not!! He was truly one of my favorite people at the SO. Marsie

I counted Bill as a good close friend. Though we began our friendship off with some difficulty, we worked together very well. He taught me a lot about Law Enforcement. He was a great co-worker. Bill will be missed very much. My prayers to Sheryl, Mike, Angela, Sam and Rudy. JW
